Apparently there's a night club in Graz, Austria called 'Reeperbahn' that prominently features the (headless) ladies in one of the windows:

The ladies have appeared on a couple of postcards, here one from Nice, France, sending greetings with "Bisous de Nice" (Kisses from Nice). I wonder what the context is, if the postcard suggests the kisses are supposed to go on a certain part of the receiver's anatomy.
